"We're really sorry, but we've run into a problem, and we're not sure what caused it. This might be a temporary issue that will be fixed if you try again later, but if you keep seeing this error and want to call support, here's an error code that might help them figure out the problem: 0x80048264"

Essentially this is referring to new Win8 phones and they have not been associated to a MS Account. Essentially, something did not go right when the phone was being turned on for the first time- either there was no signal, or the sign up process was skipped or the phone was turned off mid-power up, etc. Again- this is in regards to brand new Win8 phones - and usually those being used for the first time by the end user. Luckily, because the problem is happening on primarily brand new phones, the fix, which resets the phone, won't have too much impact since the end user has not been able to purchase apps from the Store yet, which requires MS Account sign in.

    The fix is:
From the Live Tile screen, slide to the right panel.
    Scroll down to "Settings"
In "Settings", scroll down to "About"
In "About", scroll down and select, "Reset Your Phone"

Choose the option to "Reset Your Phone" and follow the on-screen instructions.

After the phone resets, you will follow the Start Up Process.

Pay close attention to ensure that you do not click past or accidentally skip the Windows Live/Microsoft Account sign in process. When that step in the process comes up, make sure you login with any Microsoft Account, such as your Outlook.com/Hotmail.com, Microsoft.com, XBox Live account, etc. These accounts also used to be called "Passport" or "Windows LiveID" accounts.
After signing in with that account this time, you should make it successfully through the process instead of hitting the error quoted above again.

If you should happen to hit that error again /and/ you have definitely reset the phone before making the new attempt to login, I would recommend contacting Microsoft Support at that time.
